Twitter Locks Congress and Leaders' Accounts: What's Happened and What’s Next?

Twitter temporarily locked the accounts of the Indian National Congress (INC) and several of its senior leaders, including Randeep Surjewala, Ajay Maken, Sushmita Dev, and Manickam Tagore. The action followed a similar measure taken against Rahul Gandhi’s account two days earlier.

Why Did Twitter Act?

The platform’s actions stem from tweets shared by Rahul Gandhi and other Congress leaders that included photographs revealing the identities of the parents of a nine-year-old Dalit girl, who was allegedly raped and killed at a crematorium in Delhi.

  • Violation of Indian Laws:
    Sharing such photographs contravenes the Juvenile Justice Act and the Protection of Children from Sexual Offences (POCSO) Act, both of which prohibit disclosure of a minor victim’s identity.

  • National Commission for Protection of Child Rights (NCPCR) Notice:
    The NCPCR alerted Twitter to remove Gandhi’s tweet, leading to the platform deleting it and temporarily locking his account. Congress leaders who reshared the image faced similar consequences.

Twitter’s Policy on Local Law Enforcement

Twitter enforces local laws through various actions, such as:

  1. Content Visibility Control:
    • Tweets may be labelled as “synthetic” or “manipulated media” or limited in visibility.
    • Replies, retweets, and likes may be restricted.
  2. Temporary Account Locking:
    • Users may be asked to delete violating content to regain access.
  3. Notices and Warnings:
    • Violating tweets may be hidden behind a notice and excluded from trending topics or search results.

What’s Next for Congress and Its Leaders?

  1. Action Required from Users:
    • Twitter will require the INC and its leaders to delete flagged tweets. Accounts will remain locked until compliance.
  2. Notifications of Violations:
    • Twitter will notify users via email about the specific policies violated and outline steps to rectify the issue.
  3. Risk of Suspension:
    • Repeated violations could lead to stricter penalties, including permanent suspension.

Broader Implications

This episode highlights the intersection of social media governance, legal compliance, and political activity. For political parties and public figures, navigating these platforms requires balancing transparency, responsibility, and adherence to local laws.
